That looks more like a spastic chameleon.

My dragons use internal combustion for flight power. I haven’t seen a drawing or description of a traditional dragon that actually looks as though it could fly.

Chances are, if it were designed to fly without using internal combustion, it would look like a very large goose.

How about something that uses a Casimir-like induction effect to “draw” air across the wings. Internal fusion generator would take up a lot less space than an ICE and fuel would pretty much be just water.
