It would not likely be intelligible from any distance.
We would be looking only for the signal to have originated from an intelligent source.
The signals may well travel far beyond light-years.
We now look for signals that may be 30 to 100 light-years away.
I have no idea what the decay rate would be in space.
There are just so many factors that can not be accounted for, such as obstructions that the wave might encounter.
The Bible makes clear God created creatures of a spiritual deminision, angels. They can cross deminisions into ours. Genesis refers to fallen angels messing around, physically, in our deminision. I think it claims the angels messed in breeding with humans and this genetic messing was mostly cleaned up in the flood. Angels are still interacting with us on a spiritual level. The fallen angels might be the aliens that interact with (and terrible abuse) human beings if those stories are true.
As far as I know, the Bible does not say He created physical beings on other planets. Do you know differently?

...or the least advanced, and like an island of monkeys, the wiser civilizations decided to study us from a safe distance.
That's what I would do.
This planet is bloody dangerous!
I know that if I were an advanced alien and I discovered a planet full of primitive, warlike, violent naked apes with a primitive, emerging technological society, I would not be in any hurry to share technology or much of anything with them.
I would study them from a distance, take what I wanted and if I felt magnanimous, maybe guide their civilization... Or just sit back at a safe distance and keep an eye on them.
It did increase after WW2, see project sign etc., the 1940s were the beginning of everything relating to the end times, wars and rumors of war as Jesus said, the dead sea scrolls, Israel restored, computers, atomic bombs, traveling to and fro with knowledge increasing etc., “but the end is not yet” see Matthew 24:6
I believe an omnipotent and creative God could easily (and very likely did) fill up the universe with his creations, but what ever may be out there is not superior to us, we’re made in his image
However, I believe what we’ve been experiencing as ufo sightings throughout history is not physical but instead spiritual in nature and have to do with angelic and demonic warfare taking place and spilling over into the physical world and will likely increase as this age gets closer and closer to the end,
Also I suspect as we approach the 70 year mark from events in that time, that it may be prophetically significant,
"What do they want?"
"Are they here to eat us"?
"Are they looking for amnesty?"
"Do they like to bowl?"

...like: how did this civilization become advanced? Was it thru a "learning" process, or were they just miraculously transformed into a higher technical level?...and if they did, would they not have gone thru the monkey stage?
Maybe God made them do it?
This is one of those things that we will ponder, probably until the Sun burns out. We are trapped mainly to our Solar system until we can get enough energy on one vehicle to propel it thru the speed of light...many times over.
Until then..enjoy the island...there probably are not any "wiser civilizations" out there...(but I am often wrong....)
I think we have while to wait for the end times. One of the verses that bothered me most from The Bible,Jesus told the people there that day that some in this generation shall not pass away until you see the second coming, not exact but that’s it just off the top of my head.
That verse really bothered me for it looked as if He was telling those people that some of them would still be alive when he returned! I found in some of the very old translations the real word used was Eon some Epoch way different than generation. Eon we have been in the age of Aquarius for a few thousand years takes quite a few thousand years to transit from one constellation to the next, so indeed look to the heavens!
Have you seen the unexplained object flitting around Denver these past few weeks? Even the local TV stations were able to get it on video.
