I doubt very much that technology has advanced to the point where something the size and weight of a money bill can punch a signal to a satellite, with no battery.
Just to be sure, I have a huge stack of 100’s that I’m gonna wrap up in foil, just in case.

There is a polyester filament in the bill, but it is an anti-counterfeiting measure. If you photocopy a bill, the strip won’t be there.
A simple Google search would have answered your question. This rumor has been going around for nearly 20 years.
Satellite? I don’t think so. But I do believe that certain bills have a tiny metallic thread. If you have enough of them in one roll, walking through a metal detector will get a reaction. I believe that is on purpose — if you’ve got $5000 in your pocket, the government wants to be aware of it.
They can’t do that like they can’t find Obama’s real birth certificate or college transcripts.
All paper money really is, is an IOU from people who don’t really care if they pay what’s owed or not. You could wake up in the morning and find that all the cash was completely worthless.
That's why they bleach out $1 and $5 bills and print over them. They then check out as real bills.

If you have a strong RF signal, and look at the return reflection, you can estimate the amount of money. However, this takes a very strong transmitter, and a very controlled environment — think of an x-ray scanner at the airport.
So although it’s possible on a local basis, the idea we can do that from space is a bit far-fetched, as it would take dedicated very high power satellites (which we may have but I doubt it).
Send me a stack or two of those bills and I will degauss them and ship them back to you for a small fee.
