It is CONGRESS who has the bigger say-so in spending.
Look at deficit spending under (D) congress -vs- (R) congress
(pay special attention to 1994 to 2000)
Why only the last three? Reagan's deficits were huge for the time. Even frightening.

Reagan was not a big spender. He always had a Dem controlled Congress (two years of GOP Senate only and they, under Dole, did nothing).
He DOUBLED the revenue but as usual Congress took that and spent it plus more.
His last three years of deficits were very low, all around $150 billion. And even if all of his spending was due to more military spending then GOOD! Carter devastated the military.
I bet you think freedom is free.
Just curious, how much of that spending was a result of the aftermath of 9/11, such as federal funding to help New York, establishing Homeland Security both domestically and abroad and an eight year war in the middle east? Then, add in the federal aide to New Orleans and subsequent cities following the aftermath of Katrina?
