One more thing about my Panasonic DMC-ZS3 you couldn’t ask for better sound when using video.
A used one at a good pawn shop, maybe?
If you’re going to shoot outdoors a lot you need a viewfinder, the LCD screen will be almost useless in bright sunlight. As far as the budget point and shoots go this feature would be most important to me.
Canon is the top of the list for a point and shoot; Nikon is the top of the list for the single lens reflex.
Fuji Finepix ,,, 14MP , 18x OPTICAL zoom , decent flash power , runs on AA's $129 at Walmart WITH a 8gb memory card !!

Good luck on the camera shopping - the usual suspects (Nikon, Canon, Panasonic, Sony) are in the recommended area.
Customer Reports is in public libraries, and on supermarket checkout stands. I think the current issue has a comprehensive report on everything, cameras among them.
The problem with CR is not that they are “Communists” as many on this forum assure us, but that they are behind the market in the area of electronics, and often enough the products they review in the latest issue are no longer manufactured.
CNET on the other hand tends to be (just like CR, too) incomplete. But there are plenty of good review sites on the Net, and the Amazon reviews as well. (Always look first at the one star Amazon reviews, is my rule.)
I have no complaints about CR as such. I read them when I am looking for something I don’t have much info on. I find it useful overall (and while I don’t subscribe I do go to the library). I use CNET as well
But as you say they are not complete so they give me a good starting point

That does look like a lot of camera for the money. The 18X optical zoom is what stands out to me. Most inexpensive cameras which tout a large zoom range do it by simply having a small optical zoom then using cropping of the picture to make it appear there is a greater range.
In other words if it isn’t optical zoom it is really worthless.
