Would it be possible to privately cloud seed in order to make it rain?

I’m not sure the conditions have been right for cloud seeding. We had our first real rain here in southern Michigan last night. We got nearly a half inch which is a start but we need a lot more.
You need clouds to seed in the first place.
The Midwest drought is caused by a large-scale high-pressure weather pattern resulting in low atmospheric moisture and not that many clouds to begin with. Cloud-seeding can’t change that pattern.
Cloud seeding is snake oil. If you have clouds prime for seeding, chances are that it’s already raining.
That's what I hear from the Keepers Of Odd Knowledge Society. (KOOKS)
Over and above the technical issues, what about liability insurance?
Didn’t work in 1956, won’t work in 2012.
