Ok, so they knew it was there but did nothing. Do they know where and how it got the disease and what are they doing to prevent the spread? How many others are on this "targeted surveillance system" that they're not telling us about?

Well, seems like that government program was a MAJOR FAIL since it did transfer to a human. So, can we "assume" this was the farmer or a surveillance worker who got the disease or who was it? How did the person get it? If they didn't eat it, then how was the disease transferred? From manure? From touch? Has it turned airborne?

It didn’t transfer to a human. In fact the disease has NEVER transferred to a human. Like all the cannibalistic diseases it doesn’t jump species.
