I think the predecessor explains the antecedent. The 90s were a complete musical wasteland.
The 90s did allow us late boomers to appreciate Disco as an art form (comparatively).
Us late Gen-Xers liked the 90's well enough. Most of us don't define the decade by the Top 40 list, though. And that's where these kids seem to be stuck.
