Her retribution will earn her the title...

Has it been proved that the judge isn't a witch? My thoughts exactly. Seems this just has some explaining to do. After all, this is an administrative court, and an assertion has been put forth. The judge needs to refute it, or it will be conceded as fact.
After all, fair is fair - that's what she does to all the poor schmucks that are dragged before her at gunpoint.
