I don't know why it is not a penalty. Pulling the hair on the back of the head is the same as a "horse collar" in that it causes the runner's body to go in the same backward motion. The same injury risk is there for both.

And I believe the rules should focus on preventing injuries more than providing the offense or defense an advantage to raise or lower scores, which is what most rules seem to be about now.
