An elk drunk from eating fermented apples in southern Sweden ended its binge by making off with a family's swing set and hiding it in the woods. The concerned homeowner also discovered that the children's swing set which normally sat in the yard was missing.
The man immediately called police, who contacted a local hunter to track down the inebriated elk who was thought to possibly be injured.
Drunken elk are common in Sweden during the autumn season when fermenting apples are plentiful, both on the ground and hanging from the branches of trees which many Swedes have in their yards.
While police and the hunter failed to meet up with the prank-playing elk, they did eventually find the family's swing set, propped up in a tree deep in the woods about 500 metres from their home.

Okay, the question was a port from discussions about border security, the point being that the International Border between the U.S. and Mexico is in the middle of the Rio Grande.
But, to answer it anyway, as is my habit when a question is posed, T-C is correct. You build the fence first, then add the river.
The Romans developed this procedure, finding it occasionally necessary to fence out a river in order to build a bridge or aquaduct support pillar.
So a "fence", or cofferdam of closely-spaced pilings was driven into the river-bottom until an enclosure was constructed from which the water could be extracted, thus, fencing out the river.
In this area, if solid-enough ground could be established, a support would be built, until high enough that the cofferdam could be removed and the pier withstand the current of the river. They soon learned to make both the upstream and downstream exposures streamlined.
Now. Ask me how I know this. I dare ya.
