OK, he didn’t create it. He co-sponsored it and he was very vocal in support of it as well. I can remember it being one of the things he sold as a positive during his 96 election (and yes, I voted for him in the election, but against him in the primary).
But good of you to toss out the insults since you can’t just leave it as a polite argument.
The original version of the bill was nothing like the final draft and Dole said (in his book, I think) that when he saw what the Democrats were doing with it he signed on in order to reign it in. Like GW Bush tried to do years later when he had the Republicans claw back the restrictions and penalties.
No one could have forseen what the Left would do with it. Okay, Jesse Helms. my personal hero probably did. He voted against it.
