Won’t work, and the reason should be pretty obvious. So long as the surrounding air is even one degree below human body temperature, the wind cools, with a fan or on a motorcycle either one but, when temperatures go OVER that 98.6 mark as they have over most of the country for the last couple of days, then wind is just blowing air which is hotter than YOU are over you faster and if anything, it will make you hotter and not cooler.

I wonder why when its 95 outside, it doesnt feel cool, since its actually cooler than your body temp?

Assuming there is no such thing as sweat or the cooling effect of its evaporation, which accelerates and becomes more efficient in the wind.
