when temperatures go OVER that 98.6 mark as they have over most of the country for the last couple of days, then wind is just blowing air which is hotter than YOU are over you faster and if anything, it will make you hotter and not cooler.

Assuming there is no such thing as sweat or the cooling effect of its evaporation, which accelerates and becomes more efficient in the wind.

All I could say is that riding with clothes on, I’ve noticed the wind stops cooling around 99F. I’ve never tried riding naked....
