Something like that has been done before. I know a ham radio operator that installed a powerful, broadband transmitter in his car. At short ranges, the RF would bleed into into the offending stereo system’s amplifier. When a loud vehicle would pull up beside him, my friend would push a button for a few seconds. The victim would nearly break his arm reaching for the volume control!
