Having now attained power, create crisis. Create lots of crises. Create multiple crises. Confuse, obfuscate, conflict, disrupt, push, pull....do whatever. But whatever you do, ensure that the only answer to the issue for the people is to turn to your organization (read: Federal Gov't.).
