Thank you. I did a quick research and the basic answer is that swill feeding is a major cause of hoof and mouth disease. I imagine this applies to especially to commercial piggeries but the law was made generally because of the seriousness of the disease. This last sentence is just a guess.

Unless the slop is cooked to a certain temp for a certain period of time??

I think it’s a disease factor.
