I’d say that the black and white scan is a very high resolution scan and probably is first generation with little to no “lossy” compression resulting in a very crisp, clean, very legible birth certificate.
I think the Obama birth certificate was scanned by someone not overly concerned with resolution or compression and the degradation of the image. Add the fact that the final version we got today is probably 3rd or 4th generation and you have a very compressed-looking image.
Also, add to the fact that the Obama birth certificate was most likely went the path of originally paper, transferred to microfiche, scanned into a computer, printed on the green pattern paper, scanned to PDF and possibly scanned or resaved again. That’s a lot of room for image degradation, in my opinion.

Why do you think that Obama ordered a new long form birth certificate?
Do you think that he lost the one he talks about in one his books? He said he found it accidentally as a teenager.
I find it strange that the President of the United States lost his long form birth certificate, or that he never had one until he got one from Hawaii in April 2011.
My suggestion to Obama: Allow a group of reporters---4 to 5---representing the major media like Foxnews, CBS, CNN, NBC, and CBS to visit the Hawaii agency that has your long form birth certificate so that they can touch it, examine it, and photograph it in order to verify that the long form birth certificate you released on April 27, 2011 is authentic.
Just some food for thought.
