If you take the PDF from the white house website, open it in the plain vanilla Acrobat Reader, zoom it to 800%, you will then notice something interesting when you page around the BC with the horizontal and vertical scroll bars. The scanned/pasted text will disappear and you can see the green textured background without Tue text appears first then the text. Even without a graphics editor you can see the layers.
