why print on the patterned paper? When I got a copy of my husband’s original BC (NY) it came as a negative copy on regular paper which they affixed a stamp and signed it to authenticate it.

My BC and my husband's are the microfiche type that you're talking about. But my daughter's (19 years old) is done like the one presented here. (Copied onto security paper) She was born in Wyoming. Her's does have a raised seal, though.

Was it printed with a black toner or black ink printer? Are there any signs on your document of the white halos surrounding all the printing on Obama's newest offering?

Or is it obvious that your document consists of the security paper background with only black features added so that if you attempted to change the printing, the security background would be incomplete around any modified text?

The security background is definitely incomplete practically throughout Obama's document.
