That only works if there are parentheses around the 48/2. There aren't. In computing, the logics are as follows - anything in parentheses first, then multiplication, then division.
So logically, it would be:
1) 9+3 = 12
2) 2*12 = 24
3)48/24 = 2

You are incorrect. The correct order of operation is:
terms inside brackets
exponents and roots
multiplication AND division
addition AND subtraction
In the absence of parentheses, multiplication and division are performed left to right.
So it would be:
48/2(9+3)
48/2 * 12 <-— this is now left -> right!
24 * 12
