Using your supposition which speaker, pelosi or Boehner.

Where in the Constitution do you see any mechanism for "going back", as you say? It's not there. Not only that, Cheney's term of office was officially over. He couldn't have possibly qualified to become president, under that circumstance.

Per Article II Section 1 Clause Six of the Constitution, Biden would not be eligible to take over as president. If Bozo goes, so does Biden.

Clause Six also says that the Congress may "...decl[are] what officer shall then act as President..."

There's a line of succession somewhere in the Constitution. One of us will have to find it. In the meantime, read Article II Section 1 Clause Six.
