If these are the super-bright blue ones that blind me every time I drive by them, I blame them for many accidents.
I literally have to place my hand between their beams and my eyes, which is dangerous.
Overall there is arguably idiots who deliberately abuse the installation of these, and I absolutely agree they are to blame and should be ticketed.

And yes the DOT laws about headlights are terribly archaic.
Currrently though the next phase will be LED headlights, I am working on a super headlight using several rows of 20 watt LED emitters, custom bikes have them as to some high end European cars. Supposedly these lights should last over 10 years.
HID Xenons can last over 4000 hours, Halogens only 800, less if they are of higher wattage.
Thats why many warehouses use HID lamps.
And here in Alaska we are using LED streetlights now.
