That's because he wasn't born in Hawaii, he was born in Africa then received a certificate of live birth when he returned to Hawaii, which was then automatically listed with the other births in the newspaper as was the custom at the time.

Isn’t it about time that this riddle of Obama’s eligibility gets solved legally once and for all? Those congressmen who are in a position to challenge his identity, and fail to do so, are not doing this nation any favors and are negligent in their duty to protect the Constitution.
