Actually, the new normal is to keep traffic in both lanes until the road tapers to the single lane. It is the zipper effect and traffic flows much better. It also keeps from traffic backup that can cause further problems.

Everyone has to come to a stop to let in the person riding out the merge lane. Which compounds the traffic jam.

You are correct, but damn few people know how to use it, even when the road crew posts signs. It isn't that hard: the lane closure spot is like a four way stop-- you just alternate who goes. I've been in the closed lane where these signs are posted and the morons in the unclosed lane are clueless, even when you signal and nose in.
8-10 cars later somebody thinks they are doing a big favor by letting you in and, of course, I give them a friendly honk and wave, even though we just passed signs saying "Use Both Lanes" and "Take Turns Merging".
