You are correct, but damn few people know how to use it, even when the road crew posts signs. It isn't that hard: the lane closure spot is like a four way stop-- you just alternate who goes. I've been in the closed lane where these signs are posted and the morons in the unclosed lane are clueless, even when you signal and nose in.

8-10 cars later somebody thinks they are doing a big favor by letting you in and, of course, I give them a friendly honk and wave, even though we just passed signs saying "Use Both Lanes" and "Take Turns Merging".

I got rear-ended at an intersection where the light was out. I treated it like a 4-way stop, as had everyone in front of me and to the side. The idiot behind me said “oh, I thought we had the green light.”

“Dude, there was NO light, it is out. It’s a four way stop”

Totaled my cherry 6-series BMW, the one I had lusted after since I was a teenager.

To top it off, when we traded insurance info, he questioned whether USAA was a real insurance company.

“Guess you’ve never been in the military or had anyone in your family in the military, huh?” (I was not due to injuries, but both my parents were).
