Military Retirement Question: Does Obama have to be the Pres to sign it?

Husband is considering his retirement from the Navy after 27 years.

I retired in 2000,
and after receiving the "Certificate", I filed it away and haven't looked at it since.

To receive a letter of appreciation from a former U.S. President, use the contact information below. Requests should include, at a minimum, full name and rank of retiree, date of retirement, years of service, address, name, and phone number of contact person. Other information may be required. Requests should be submitted on command letterhead.
