Could be Lesser Panda. Also could be a Raccoon Dog. Whatever it is, it clearly lost its fur through some type of injury or disease.

If this was Madagascar, I'd guess it was a Fossa, which is like one of the coolest animals out there...

...When I was a kid I wanted one because I thought they were a mix between a dog and a cat :-)
