You are right that it’s not a good idea, but most dog breeds wouldn’t kill (or even bite) the person that did it.
One of the problems with any dog breed is that if they are not properly socialized and provided with boundaries, love and discipline, they can be just like a child who grows up without it. They become, sometimes, a danger to themselves and others and certainly an unpleasant guest or companion.
The other thing is a chained dog is often a dangerous dog.
I think a well trained pit may be a good dog - Caesar Milan has shown what is possible - but I would venture to guess that in these busy, permissive, and somewhat self-centered times, few of them are.

Yes— very much so. It’s hard to tell from the story if this was a dog who was always chained, or only being chained while the couple was taking care of it for their nephew.
Chaining certainly can escalate aggression. And if the dog was food aggressive, on the chain, not well trained/socialized— you end up with a “perfect storm” for an attack.
Very sad for all involved.
