The Chinese farmer asked the news site to conceal his identity and stated he believed the UFO was alien. “I am sure what I saw was not from this planet,” he said to Allnewsweb.com.
He wanted to conceal his identity because he didn't want to be known as a COMPLETE WHACKJOB !

Without a reference it is hard to determine what the object is.
It could just be the sun reflecting off of the camera lens.
As for the motion of the smaller object around the central bright one, it looks as if the camera is shaking because whoever is filming is walking.
