To me the 999 ssn number found near Occidental College is more intriging than anything else. This supports my theory that he is hiding his school records because he fraudulently applied for and received scholarships by declaring his foreign citizenship. At that time many colleges were giving scholarships to foreign students from third world countries.
The 999 ssn issued in California is invalid as an SSN for employment tax purposes but ssns starting with a 9 with either a 7 or 9 in the 3rd digit are issued by the IRS (not the SSA) to report income. IE interest on savings accounts.
Many foreign students that are in the US with a student visa and not a work visa will be issued an SSn starting with a 9.
State and Local Programs are also issued 999 numbers for the purposes of the program. Let’s say that the state allows illegal aliens to qualify for and receive state welfare that doesn’t have matching federal funds. They may need an ITIN to issue a 1099 at the end of the year to the individual. You could have 500 people using the same 999 social security looking number.
