I missed it; what part of the Constitution gives him the authority to federalize the governors of the states?

You got that right! This is not just unconstitutional, but highly unconstitutional. Which is, of course, why it was done by executive order.

In some ways, this is comparable to what Putin did in Russia, when elected regional governors began acting independently. He just did a quick “rule change”, so that they were no longer elected, but appointed, by him. Then he fired the governors who represented their peoples, and replaced them with Moscow cronies loyal only to him.

This bogus “council” should and *must* be boycotted by the Republican governors, or else they are offering up the sovereignty of their States to Obama. Hell, this is so objectionable that Democrat governors should boycott it as well.

The first response should be State resolutions forbidding their governor from participating.

NONE— but he is using the “national security” exception that he thinks allows the executive to do anything he wants....
