They’ve been laying out the issues and phases of radicalization of homegrown terror plots.
In 2009 8 plots have been discovered here in the US and 2 actual attacks have happened.

Now, Susan Collins is asking Fran Townsend about the role First Amendment rights concerns - she is asking about the restrictions in FISA and whether they preclude investigating individuals.
FT: To the extent that there may have been concern about first amendment rights - there were other factors that could have formed the basis for further inquiry.
She goes onto cite the role of political correctness and the need to pursue the facts where they lead them.
All members of the JTTF have a responsibility to follow up and share info with Law enforcement per Fran Townsend.
JTTF = joint terrorism task force.

Now they’re talking about the need for the cooperation of moderate Muslims, oftentimes moderate muslims are reluctant to speak out because of Muslim intimidation.

At the end of the day it’s going to be the moderate members of Muslim community itself that will delegitimize the radicals.
There’s evidence of a great deal of quiet activity on the part of Muslims...

Yes, absolutely. That and his role as a psychiatrist who operated pretty much on his own in sessions with individuals. No specific guidelines exist on dealing with jihadist extremism in the military. Guidelines are needed.
It shouldn’t have to be an act of moral courage for a soldier to report it should be an obligation. If there are guidelines it will make it one.

Now Silber - I think, is disagreeing and saying the reluctance to pursue the inquiry it was more a function of his being a psychiatrist than being a function of political correctness.
The attitudes would have been picked up much quicker in a combat unit than it would have been an issue of his religion.

FT: Is breaking it down. The JTTF sent it to the DCIS but the DCIS was prohibited from sharing with the DOD by FISA regs without permission - permission is easy to get but evidently the DCIS didn’t think it was that big of deal and didn’t ask for it.
It’s not clear that the Walter Reed personnel information ever made it into his file - if it did - it didn’t make it to the people who needed to see it.
I watched her this weekend on one of the cable news shows and she was EXCELLENT! Very well spoken and well informed.

Senator Ensign was just up - Sen Lieberman - lone wolf cases are the hardest and the concerns about first amendment rights make it even harder.
Senator Levin up now: Senate Armed forces committee investigation focused on the military - (except they’ve cancelled it for now because of Obama’s request.)
He’s all about not compromising the criminal investigation into the Ft Hood attack.
Levin holds up the rules about communications between groups. HUGE file. Hmmm, Levin not too horrible...yet.
