Well, to me it looks like a couple of big plastic bags that has several large helium balloons inside. As the wind moves it, it causes it to rotate and change shape.
Sounds like some local business was keeping balloons in the black bags till the start of a sale or celebration or something and a couple of the bags got away before they could string the balloons up.
