Jay is talking about "the admission of Foreigners into the administration of our national Government." A child born of foreigners is not a foreigner: He or she is a natural born citizen. That was the law in the colonies and that was the law in the states after independence was declared.

BTW, fool, naturalized parents are foreign born, yet if a person is born of naturalized parents byt he time of their birth, they are considered natural born by jus sanguine.
