Established dicta is considered as to one of themore reliable methods of determining original intent. Examine John Jay's 1987 letter to G. Washington wherin he urged him to adopt Vattel's Law of Nation's definition for "natural born citizen" for inclusiom in Article 2, Sec 1, clause 5 of the USC. John Jay wrote: "Permit me to hint, whether it would be wise and reasonable to provide a strong check to the admission of Foreigners into the administration of our national Government; and to declare expressly that the Commander in Chief of the American army shall not be given to nor devolve on, any but a natural born Citizen."
