A railway sleeper is the UK name for what we call in the US a a cross-tie, or railroad tie. A square creosoted wood beam. There are many reasons why a railroad cross-tie would be smoldering — hobos, hot cinders from a steam engine, burning grease from a “hot box”.

I'm having a little trouble understanding what the point would be in firing loud yellow laser beams at railroad ties. From a purely logical and rational standpoint I believe CholeraJoe's Death Eater theory is correct.
