Helmut Marko is out at Red Bull. Not clear if he’s leaving with his shield or on it but Marko often has butted heads with the crew that replaced Dietrich Mateschitz when he died.
And there’s the fact that Marko is 82 years old, so they’d already been discussing who would succeed him.
Nothing I’m seeing names his replacement but for a couple of years they press has been asking Sebastien Vettel is he was interested in and/or in line for the job.
I don’t think this is so much a result of failing to win either F1 title as it is a sort rounding out of the changing of the guard that goes along with replacing Horner with Mekies.
Apparently it was Marko’s decision. Also apparently, he and Oliver Mintzlaff (Mateschitz’s replacement) couldn’t come to terms so Helmut chose to leave on his own.

Heavens no! Seb needs to be out on a boat floating with Greta T postulating about ‘clean energy’ while some useful and intelligent person changes their water filters and fixes the macerator on their marine head...
