I do not believe so. If his grandparents adopted him after he returned to Hawaii in 1971, Barack Obama would still have to be naturalized when he reached age 18.
Barack Obama claims that his father registered his birth with British authorities so he was a British subject. Later his father also registered him as a Kenyan citizen upon Kenya’s independence. Meanwhile, his mother married Lolo Soetoro who adopted him and the family moved to Indonesia where Barack, now Barry Soetoro, was registered in school as Muslim and an Indonesian citizen.
Britain and the U.S. recognize dual citizenship; Indonesia does not. Somehow Barry Soetoro travled between Indonesia and Hawaii, most likely with an Indonesian passport. So this kid was carrying around a load of citizenships.
One thing I keep seeing when researching this stuff: if you want to reaffirm your U.S. citizenship after carrying dual citizenships as a child, you must naturalize at or after age 18.
Obama never did so. So that is why I believe he is still Barry Soetoro, Indonesian citizen.

I can understand asking about the criteria for natural born, but she is pretty clear about him being born in Hawaii (although not specific to location).
Wouldn't that make him of "natural birth" by law and not by birth? My opinion is it's birth that counts and not law.

I don't think so. If he wasn't a Natural Born Citizen at birth, nothing can change that.
Indeed, any attempt at a change merely acknowledges that there was no NBC status in the first place.
