You can go into any DOH office, have a driver's license, show proof of residency in Hawaii like utility receipts or a lease agreement, and sign a notarized statement that you were born in Hawaii, and Presto, you get a freshly-printed COLB with HAWAII listed as your place of birth.

It will say, Amended" on it, though.
