I have to wonder if someone who says "Pearl Jam has always sucked" has ever listened to Ten or Vs. It might not be your cup of tea, but it definitely isn't bad music.
I actually own a copy of "Ten". It has a few good songs on it, but all of the subsequent music they put out, and I mean ALL OF IT was so horribly bad that it convinced me that Pearl Jam simply got lucky with that album. I can't even stand to listen to "Ten" anymore because it conjures up the memories of the later "music".

Forget the fact that you own a copy of Ten, since copies of Ten were issued at birth to everyone born after 1971. Are you telling me that you’ve actually listened to Vs. from beginning to end and believe it’s bad music?

I didn’t like Pearl Jam for a long time because for whatever reason the post-grunge bands tried to follow the PJ template instead of the Nirvana template. And even more than that every singer wanted to be Eddie Vedder. I think their music is very good, but they inspired more crap than any band outside of Zeppelin.
