Well, if so, the NY Times, Washington Post, LA Times, Wall Street Journal, and Rocky Mountain News have all been taken in by it.
I considered the possibility that this was a joke, but except for the fact that it’s April 1st, is there any suggestion of artifice in the tone or tenor of the article? It reads like a fairly sober news article to me. Does real news stop just because it’s April Fools’ Day?
