If you’re using a router take it out of the equation and plug directly into your modem to see if that changes anything.

Will try your recommendation a little later, as it meshes with the advice I got from my ISP's tech support. I sent a message, asking if the ISP is blocking websites. Reply came back "... not currently blocking any sites from being accessed. I am able to reach the site from my end. Are you using a router? It is possible that the router blocked access to the site. You may try bypassing that to see if it helps."

I think that would be kind of weird, considering that (A) I've accessed AR15.com before, and (B) this is the original router (Siemens Slipstream) that I got from my ISP when I signed up for DSL service!
