An Indiana county municipal official in the vicinity of Chicago Gotta be Lake County Indiana and Gary Indiana. Where else can dead people vote with such ease?

Gonna' say, if they want to keep those stiffs voting, Lake County Indiana is where you gotta' send 'em.
Still, this sounds like standard contingency planning. It's remarkably like the stuff we had to do for our buildings all over the country way back in 2002 (in response to the 9/11 and anthrax attacks).
There was resistance to including contingency planning for tornadoes. Then, one afternoon, we had one rip through the area and the next day we met and the "powers that be" thought it was an excellent idea to have a contingency plan for tornadoes.
We had a Mass Graves thing but there were instructions for groups like ours to skip over that since we didn't have a bobcat!
