There's nothing mysterious about the psychological phenomenon of hesitation, of being stunned either by fear or awe. The crap about aliens implanting orders is just that - crap.
In this case, however, the man claims multiple sightings over several weeks. Surely he's had a million thoughts between those sightings, one idea being "I need a camera!"
Obviously there's no implant preventing him from seeking publicity in a newspaper.
