The evidence is that theres some capacity to prevent folks thinking of cameras in some contexts.There's nothing mysterious about the psychological phenomenon of hesitation, of being stunned either by fear or awe. The crap about aliens implanting orders is just that - crap.
In this case, however, the man claims multiple sightings over several weeks. Surely he's had a million thoughts between those sightings, one idea being "I need a camera!"
Obviously there's no implant preventing him from seeking publicity in a newspaper.
