She couldn't. They should have charged her the same amount that they had previously charged her and told her that in the future the price was $3.80.

What would they have done if she, expecting to be charged only a buck-fifty, didn’t have the other two dollars they demanded?

This does not excuse her pouring the drink on the counter.
