I do believe you are correct.

Maybe Al Gore convinced him it would destroy the planet.

Then when Europe decided to build it, he decided to jump on the global warming bandwagon.

After all, a good liberal would not want to attack any Europeans.

We lived right there when it was cancelled (lived in Desoto TX at the time) and if I recall correctly it was a vindictive move against TX because of the election.
