Apparently, the zoo closes at 5, but people who are already inside are allowed until six to leave. So, if you wanted to do something with the tigers, what better time then after the zoo closes on the one day when it's going to be the least crowded. Add to that the sticks and stones in the moat. Add to that the initial attack happened right outside the tiger's lair and a bloody shoe actually inside the moat.
