I’m thinking that your description is exactly what KE delivered to Perper - who swallowed it whole.
Question: Instead of taking ANS to the hotel - why didn’t they dump her off at the nearest hospital? What were they (HK$ and KE) thinking - if they only wanted ANS detoxed? The baby was safe at Horizons. An effort to detox ANS would have been the ethical thing to do, plus safer and more intelligent - IN A HOSPITAL!!!
There are three options:
1) They were afraid of Anna’s wrath.
2) They had more sinister plans.

I think KE might known she had a mess on her hands, and LOL did evoke Perper’s compassion on that one, but as you point out, she didn’t do the correct medical or ethical things - most of which you accurately list. I agree completely, KE didn’t and HKS didn’t try to fix the mess in any ethical way.
As for your final 3 conclusions about why they didn’t do the “right things,”. . . well, your 3 cover most of what I can think of.
Over several days they described her alternately as ‘very sick’ or ‘in great shape’ - either way she died slowly and painfully from medical incompetence and drug pushing.
IMHO, based on KE’s medical license and HK$ administering drugs (prescribed for him), to ANS - over an extended period, at a minimum, her demise screams “WRONGFUL DEATH”.
